Not big enough for Bernese Mountain Dog

I bought the XXXL collar for our male 2 yr old Bernese mountain dog and the neck was much too small. To fix it, I cut out the innermost circle and that fit fine. However, that also shortened the collar so then it wasn't quite long enough. It's fine as a deterrent to licking his wound if I'm in the room, but it's not good enough when I go out. It's a shame because it's much more comfortable for him than the plastic cone.
